Short Breaks Strategy 2026 to 2031

Kent County Council (KCC) is holding a further consultation on its updated draft Short Breaks Strategy 2026 to 2031 from Tuesday 6 October to Monday 23 November 2026.

Following feedback from the earlier consultation, the Strategy now provides more detail about how we will deliver its aims, involve families, explain eligibility and assessment routes, and monitor progress over the next five years. Key changes include:

  • Clearer, more accessible information about Short Breaks, eligibility, assessment routes, service options and where families can find support.
  • Stronger safeguards for children and young people with complex needs, including clearer provider information on staffing, training, personal care, communication, sensory, medical, behaviour and safeguarding support.
  • Clearer information on overnight Short Breaks and future service changes, including how reviews, family feedback and any changes will be managed.

As practitioners who work closely with families every day, your experience will help us ensure the Strategy is equitable, achievable and meets the needs of the children, young people and families we support.

Please provide your professional feedback on the updated Strategy, including whether its objectives are clear, achievable and responsive to the needs of families.

Please encourage families to take part where appropriate and familiarise yourself with the proposed objectives so you can discuss them during assessments, reviews and ongoing support.

Please read the latest version of the Strategy and share your views by Monday 23 November 2026.
