Display Energy Certificate changes

Public buildings (including schools) over 250M2 are required to display their energy efficiency rating through a Display Energy Certificate.
On the 9th July 2015 the requirements regarding Display Energy Certificates (DEC) changed, certificates are now required for all buildings over 250 square meters that receive public funding and are regularly visited by the public. Certificates for buildings in the range 250 – 999 square metres are valid up to 10 years whereas buildings over 1,000 square metres are required to have an annual certificate.
Display Energy Certificates are accompanied by an Advisory Report (AR) containing recommendations to reduce energy use, which are valid for 7 years, many Advisory Reports for Kent schools were last issued when the first DECs were done in 2009 and are coming due for renewal in 2016. To produce a new Advisory Report the Energy Assessor needs to visit the school to look for energy saving opportunities.

Penalties for not having DEC A penalty charge of £1500 by the local authorities may be applicable to buildings that fail to produce a DEC certificate at all times. Failure to commission the required documents in addition to the fine may account for further offences and hence more fines.
